Elementary School/Community Centre Partnership in Horseshoe Valley

  • General Background
    The province’s announcement on Friday, September 29 th regarding support to move forward with issuance of a tender for the project is a significant step forward to seeing this important initiative through to fruition.
  • On December 20, 2023 Council received staff report  OCS2023-22  on the project and tender results.  Council approved the current project budget of $8,180.159 and endorsed the award of tender to Remo General Contracting
  • The new school will ensure quality education for area students, and also supports growth ofthe Horseshoe Valley area.
  • The Township looks forward to continuing to work with our partners at the Simcoe County District School Board (SCDSB) on the project which includes a Township Community Centre inclusive of:
  •  Full size gymnasium with sprung hardwood floor (shared with SCDSB – exclusive use
    for respective halves of gym separated with acoustical divider)
  • Program/Administrative space to accommodate the delivery of Township services
  • Space for self-service kiosks in the lobby area
  • Multi-Purpose Room
  • Washrooms/Changerooms
  • The design of the facility, including site and servicing plans includes provisions for the addition of 11,150 ft 2 of future space to accommodate the potential addition of a multi- purpose space and fitness centre, or space to accommodate other future Township needs.
  • The partnership with the Simcoe County District School Board optimizes the use of public resources and will be structured through capital and operating agreements which will ensure the success of the joint venture.
     More details on anticipated completion date will be shared following the tendering process.

Financial Information

  • In 2021 the Township endorsed an allocation of approximately $7 million for the joint-use component of the school (Community Centre portion).
  • In a media release issued by MPP Downey on September 29 th , the Province of Ontario indicated an investment of up to $23.8 million for the project.
  • The Majority of the project will be funded from development charges and School Board contribution with a small portion coming from reserves and debenture. Full financial information can be viewed here: OCS2023-22 – This funding model does not include any increase to the tax levy.

Information Specific to the Elementary School Component

  • Once completed, the elementary school will provide for a minimum of 357 students to a full capacity of 570 students. 
  • The Province of Ontario and Simcoe County District School Board have sole responsibility and authority for determining the size of the elementary school and student numbers (i.e.school population).
  • The determination of the attendance area for the new school is the responsibility of the Simcoe County District School Board. It is anticipated this process will occur in the 2024/2025 school year.
